Salt/fresh water makes no difference. A gallon is a gallon, whether or not it's 100% pure H20 or not. On that note, matter state makes no difference as well. It's still the same volume no matter what it is. The question is really just asking you to convert 19 gallons to cubic feet! For the question, I can think of an extreemly complicated way to do it, but it's completely unreasonable.
