Are the many swimming pools the reason for Australia's high water consumption?

I just read statistics according to which the average Australian household consumes four times as much water as the average North American household. Does that have to do with the swimming pools, or because it may be common to keep lots of parks watered which otherwise would not be there?

My gut feel: Pools are probably not the prime suspect. Irresponsible and politically corrupt "Water Management" legislation is. That at least is the story I read here (in the US) about Australia's New South Wales/ Upper Murray River Surface Water Management. Also please define "North America" for your comparison with Australia. I am fairly certain that the South West of the USA (AZ, UT, NV, Southern CA) uses more water per capitum than Australia does. Just think of the number of golf courses. The airport in Phoenix, AZ has several large man-made lakes! Also, why do we still give water "rights" to dairy farmers in the desert, allow others to grow rice (!) in the Imperial Valley? When you fly in from the South East into San Diego, you can see the desert "white" (with mineral salt) the result of decades of excessive irrigation of desert "farm" land.

Yes it must be, lets pass a tax on swimming pools per sq mtr. Or better still lets pass a tax on having a good time. I've read a stats report that states 48% of North America is Illiterate, is this also true. Stat's can be manipulated to show what you want people to see at the time. Don't believe them all at face value.
