I haven't read the book in quite some time, but it seems the speaker feels that the dog will cause harm while alive through means of attack, and in death through means of disease. Likewise, racism holds to this in a sense, whether it is acted upon or kept contained, as long as it exists it poses a threat either way. While the dog is depicted as alive or dead, racism is being depicted as active actions versus passive action.
