How to make a custom pokemon rom?

i dont want to make my own buildings or pokemon. i just want to take pokemon yellow, with those graphics and first 151 pokemon. but i want to change the map, layout of the cities, and where pokemon are found. its there some soft ware i can get to make a rom so i can use if on my iphone and computer emulators?
