    after u beat the elite four, go to stark mountain and boot out galactic. after u go see buck at the battleground, return to stark m and go to where looker arrested charon and it should be there at lvl 50

After you beat the Elite Four, you'll get at ricket to go to the Survival Area Island. In that island follow the road to a mountain (actually a volcano) called Stark Mountain. When you get there you'll see a cutsceen where the Team Galactic is talking, then follow them inside the mountain and you should fight the commanders Mars and Jupiter. Then, continue to the end of the mountain maze with the red haired friend of yours, called Buck. You should get to a room where an inspector will arrest a wacked Team Galactic scientist. After that, get out of the mountain, talk to Buck and to your rival near Buck's cafe in the Island and go again (this time alone) inside the mountain and yet again, go to THAT room. There should finnaly be Heatran, at level 50. I'd recommend you to bring a water type pokemon (lvl 45), and some Ultra and Dusk Balls. Hope it helped :)
