Part A: I am assuming you mean 1*10^-3*c for final speed Vi=0 use the formula: Vf-Vi=Vexhaust*ln(m0/m) 1*10^-3*3*10^8=1300*ln(m0/m) 300000=1300*ln(m0/m) 230.77=ln(m0/m) 1.67*10^100=m0/m 5.996*10^-101=m/m0 Part B: Just use the same formula, only now the final velocity is 3300m/s
