What is difference in Weighing 1 MT in a 3 MT capacity weighing machine and in a 60 MT capacity weighbridge.?

We weigh 1 MT capacity Big bags in a 3 MT capacity weighing machine.sometimes it shows little more than 1 MT or sometimes less.The same Big bag when we send to our customers,they weigh it in their 60 MT weighbridge and find it to be 100-200 Kgs below 1 MT always(this varies).How is it possible?Do we have an scientific explanation for it?Our company is loosing lakhs of money just because of this.
