    Ammonia is a light gas & the other is a liquid.Liquids evaporates at all temperatures,with some exceptions,like Mercury,which requires very high temperatures.Though ammonia has a higher specific heat than water,but the former being a light gas,under similar temperatures,ammonia will exert more pressure than water,since it has to start from the liquid phase to go into vapor phase.
