What was the name of the weird cartoon about a sad potato man on British TV in the late 80s or early 90s?

I think it was German, the character's name and the name of the programme was maybe Munchausen or something similar and he lived in an attic or maybe a bathroom. He was a really sad kind of character and it was generally pretty depressing. It was definitely a cartoon, not claymation or anything. He was brown and looked like a potato and he also maybe had a blue friend with a big nose and/or big ears. Going on my vague memory of it all, I imagine it was probably on Channel 4 early in the morning. It's been driving me mad, everywhere I look on the internet I get The Adventures of Baron Munchausen, which sounds right but is a film about an imaginative liar, and not what I want. Please help.
