I believe Sabo is, indeed, very much alive. But the chances of Luffy meeting Sabo and Dragon together are incredibly slim, but possible. You see, it would be poor story telling to meet one's father and Sabo at the same time. Why overload the reader emotionally if you can create two separate emotional scenes? The only scenario I can imagine is an extreme, already-exciting situation where their presence may be inevitable.

Well some say that Sabo died after the incident but there is no evidence that Sabo is with Dragon so who knows?
