    As quickly as possible, here is the summary as I know it: 900 kids are killed during a super hero fight, which makes the U.S. start a hero registration act, where all superheros must reveal their identities to the government. Iron Man is on one side, and he agrees with the registration. Captain America is against the act, because it will endanger the heros loved ones, and make them vulnerable to their enemies. Basically, it's up to you - Lots of characters have gone to one side or the other, but it's promised that A LOT of Marvel Characters will be shown fighting against each other!

here is the plot: Interest in the concept of the act was revived in various Marvel comic books in 2006. In Amazing Spider-Man #529-531 (April-June 2006), following the events of "Decimation" and the sudden dramatic fall in the Mutant population, the U.S. government again considers a Super-human Registration Act and Spider-Man and Iron Man travel to Washington D.C. to discuss the issue. In those issues Iron Man is shown to be initially opposed to the idea, while Spider-Man is unsure of his opinion. Spoiler warning: Plot and/or ending details follow. In The New Avengers Special: the Illuminati (May, 2006), Iron Man attempts to persuade his Illuminati colleagues to support the SRA, in order to diffuse it. Iron Man predicts that some super-human or group of super-humans will eventually make a mistake that will cost hundreds of lives (he specifically mentions the Young Avengers and the Runaways as candidates for causing such a catastrophe). After such an event, he went on to predict, the government would inevitably rush to make an example of someone, or everyone, in the super-human community by passing legislation that would be even more restrictive or persecutory towards them then the proposed SRA. By supporting the Act before it is passed, he suggests, he and his fellow Illuminati might be able to help avert such possible future tragedies and also, by becoming a part of the process, help moderate the legislation so that it would have the minimum possible negative effect on the super-human community. In the same issue the first part of Iron Man's prediction are shown to be accurate when a conflict between the New Warriors and a group of super-villains ends with a massive explosion which kills hundreds of children attending a nearby school. Solicitations for the Civil War crossover and series suggest that the public outcry that follows this event leads the government (with the support of Iron Man and other Illuminati such as Reed Richards) to quickly enact the SRA. Captain America at first did not oppose the registration, until learning that registered heroes would eventually be called into "detain" heroes whom chose to remain unregistered. Upon learning that, he escaped SHIELD custody, and went underground. This leads to a major schism and conflict among the super-heroes, with one side (led by Captain America) opposed to the SRA resisting registration and the other side (led by Iron Man) supporting registration and trying to enforce the new law. HERE's HOW THE COMIC BEGINS: The story opens with a reckless fight between the New Warriors, filming a reality television show, and a cadre of villains in Stamford, Connecticut. The battle goes awry for the heroes, resulting in villain Nitro creating an explosion that takes out a local school, the surrounding neighborhood, and all but one of the Warriors. This event catalyzes a government movement to register all super-powered beings as living weapons of mass destruction. The event has also turned the public opinion against the superheroes as many of them are blamed for the incident. Due to, this many superheroes -- most notably Johnny Storm the Human Torch -- have been attacked by the public. Meanwhile, S.H.I.E.L.D. tries to recruit Captain America to become part of the team that will force superheroes to register. Captain America refuses and after being attacked by S.H.I.E.L.D., goes underground. He will thus become the figurehead of the Anti-registration movement. Basically, it's a political allegory of the current situation with societties having to agree to choose between security and privacy/rights. Wikipedia has an excellent, constantly updated article on it. Gottal love wikipedia. I think it was a bad move to have Cappie represent the side less willing to sacrifice for security. If anything, I think a guy from WWII should be overzealous towards the conservative.

sczechj is right, but what makes it interesting is the registration act itself. It states that all heroes must register publicly their names and powers(which is where their families safety comes in best ex. is Spider-Man). Then they are placed in S.H.E.I.L.D., become a soldier for the United States, and are trained and disciplined as a solider. If they choose not to register they are stripped of their US citizenship and marked a terrorist. Iron Man for some reason jumped on it right way before it was brought up so most likely he while be the head of the bill. Their was a meeting were the head of S.H.E.I.L.D. told Captain America to lead the New Avengers and make an example out of Daredevil and some of the other heros they knew was not going to register. He told them no and they tried to arrest him and fought and escaped. So he will likely be the head of the ones that choose not to register.
