Make a video look like a cartoon.. help?

I have a video that is 1:25 seconds long and i am racking my brain trying to make this look like a cartoon. I worked for an hour going frame by frame and then using a photo cartoonizer and im only 5 seconds into the actual video.. are there any programs or alternative/quicker methods?something free?

Answer:
No filter can make a video, or even a still phto look like real cartoon. The only way to make something look like a re cartoon is to draw over the images in an animation program, but that is a lot of owrk. It' snot as easy as clicking a button.
