How do people make really good anime looking pictures on the computer? Do they draw it first then...? (Cont.)?

I see many pictures characters from anime, "fanart" I suppose we call it. How do they make it like that? They all look very nice. Do they first draw it by hand, scan it, then edit/color on the computer? Or do they do everything directly on the computer? I know that some people just cut pictures of characters from some images and paste them together, but that's not what i'm talking about. There's many anime images out there on Google (and other sites) that have really impressive looking pieces of art. Many of them wear clothing that I haven't seen before on the anime or some of them have a different pose, etc. What is the process in which they do it? Draw, then computer. Or all computer? Thanks. You can do it both ways. If you aren't great at drawing on the computer, I suggest drawing it, scanning, etc. Usually people use programs like Photoshop, Gimp, Sai, Illustrator, etc. to make digital art.

Most people use something like a Wacom Tablet, which plugs into the computer and you can draw with it. After drawing it, they use programs such as paint tool sai to outline the drawing and add color. After that they use a program such as photoshop to add any effects or touchups.

In my opinion you can try the two of them, but both they take a lot of time, patience and some skill. I would recommend you to try to draw it first and then scan it, but to look like those images you see out there it takes really a lot of work and time, as I already said. If you try to draw it all in the computer it might be much harder. In the professional anime series you see in TV, the image of one single scene is first drawn and then scanned, and changed to create movement, but I think they have special programs to deal with that "transformations" so for them t's easier. I have already drawn some animes and I'm thinking of scanned them, but I'm afraid that I haven't the patience needed and of course, that the in the end It doesn't come out so good, but I think I'll give it a shot.
