What WAS that 80s Cartoon?

I remember this 80s cartoon from when I was a kid, where a pizza delivery guy would somehow change into a crime fighter in like a phone booth or something. I wanna say it was called something like "Chop Suey." I can say for sure that it was NOT "Hong Kong Fuey" because the animations were people and not a dog cartoon. Does anyone know the name of the previous mentioned 80s cartoon and if it is available on VHS, DVD, and/or Blu-ray? Was it called "Chop Suey?" Thanks.
