Do buyers on Paypal ever win appeal?

Paypal dispute. seller sent invoice for service. service never received. can i win this case?

• i sell my usd funds in paypal since i dont wanna withdraw them coz its usually 2peso cheaper than actual rate. so i sell them instead. one buyer requested i sent paypal funds first before she sends money to my bank account as exchange. since paypal gives protection and banks dont... i hesitated but later on agreed. asked her to send me invoice and i paid thru that invoice. in her terms and conditions it said: 1. payment should be received first then will transfer money to buyers bank account within 3 hours.. i also added in note together with payment "seller should scan receipt of bank transfer as proof incase i cant verify transfer"... 4hours later, seller made it obvious i got scammed. she said she withdrew the money already so even though i open a case, il be getting 0 dollars. her account is only VCC verified, as what she said. dun really understand that tho. i gues my question is, can i even win this case? and is it true that when the funds have been withdrawn theres no point of opening a case since paypal has no funds to "hold" in the first place?
