Can someone explain the mysterious conversion rates for wire transfer?

I recently received some money through wire transfer and the person who send the money out from Germany was shocked to see the conversion rate applied. I researched the conversion rate and transfer fee for this service. Here are some details (removed the bank and account details) Received On# Jan 25 2012 Original Amount# Euro 3,520/- Federal Reserve Rates# 1.2487 (note the rate used by the bank) Deposit Amount# USD 4,395.42 (less) Incoming Wire Transfer Charges: USD 15 It looks like the banks charge both outgoing and incoming wire transfer fee and also take the consumer for a ride on the conversion rates. Wire transfer system is pretty expensive in the end. The real cost for transfer is pretty high ~ $240 (delta conversion 175 + outgoing wire transfer fee 50 + incoming wire transfer fee 15). You can check out the historic conversion rates (check January 2012 graph) and you will see the lowest conversion rate was on Jan 16, 2012 at 1.2657. http://www.oanda.com/currency/historical-rates/ Federal Reserve conveniently only publishes a daily conversion rate and the rate on Jan 25th 2012 is at 1.2978. http://www.federalreserve.gov/releases/h10/hist/dat00_eu.htm Could someone explain me why there is a difference? Is the Bank or Federal Reserve or both taking the consumer for a ride?

That sounds like a wire transfer to a B of A account. They are famous for their incoming wire fees and a 4% exchange rate commission. And that's is just about what you paid, as the average conversion rate for that day was almost exactly $1.30. It's a rip-off and I was caught many times in the same trap.
