What is a marksheet loan?

BANK LOAN PROBLEM ? EXTREMELY URGENT ! PLS HELP!?

i have taken a educational loan from state bank of bikaner and jaipur indore branch ,now my collage is asking to pay the fee of second semester ,but i have a problems. .i am in R.G.P.V university ,my collage is asking for fee of second year(3rd &4th semester) but university still didn't take the exam of second semester . when i talked to my bank for second installment,bank refused to give it, and give the same reason,that you should bring the marksheet of second semester,then we will give the fee of 3rd&4th semester. now i am helpless ,tell me what can you suggest ?? thanks !
Answer:

get a letter signed by you collage HOD, stating that you second semester 's result will be announced by xyz date and provide this to your bank or get a letter from you bank letter that they will disburse funds as soon as they get you second semester marksheet.
