How to open a money transfer service like Western Union?

May I send money by Western Union Money Transfer or MoneyGram service from India to world wide?

Hello, I am going to start a small website business in which I have to receive and send money world wide from India. I am not getting any problem to receive money but not getting an trusted service to send money from India from search till now I have to get help of third party such as PayPal.com or Moneybookers.com which I don't want as first option. I am also crazy to get financial advise for legal steps to register such kind of Company which fully depends on the money transaction world wide. Thanks and waiting for your valuable advise.
