How can I forward US mail if the person does not live at the address?

Do I have to putit in an envelope and add extra postage? Could I write "Forward to" on it and the person's name at their actual mailing address? There's been an error somewhere and the person has never resided here nor are they going to reside here in the future.

As has been mentioned if you do not know their address just write "Not at this address" and it will be returned. If you know the forwarding address just scratch the address and write the forwarding address and return to the mail carrier. It will be forwarded.

All you need to do is write "NOT AT THIS ADDRESS" on the envelope and give it back to the mail carrier. They'll return it to the sender.
