What is the difference between an exceptional customer service and a good customer service?

A good customer service is one that helps you in every way possible, and answers all your questions to your satisfaction. An exceptional one goes a step further by proposing their own solution and additional information you've hadn't thought of yet, or by advising solution that aren't necessarily in the benefit of the company but in yours. EG my car insurance company once advised me to pay the damages myself as it would be cheaper for me than loosing my damage free discount.
