Am I responsible for a drawer shortage if someone else was running my drawer, I have never been short before.?

Hey, I work in a grocery store. The rule is that we all have SECRET numbers to our drawer, we are to count the drawer before it is placed in the register, and we are to be the ONLY one to run the that register. Yesterday I got to work, I clocked in and ask the assistant manager for a drawer to count for my register, he came back and said "there isn't one in the safe!" After asking I found out that the store manager who has access to everyone's secret number, had already placed my drawer in the register, and allowed someone else to use it. Granted that my secret number is the last 4 digts of my social security #. I was mad. Not that the lady that ran it would steal I don't think she would. She is awesome, but I don't like that kind of info about me given to anyone. I also found a piece of paper in the bottom drawer under my register that even had my secret number written on it.. I guess because when you are away from the register it goes to sleep after so long and you have to log back in. So I don't know how long other ppl or WHO all had ran my register for that day. We have one person in the store that has felonies and is not supposed to be on a register AT ALL, but the store manager allows her to run the manager register anyway, and I have caught her in mine before. Not happy about that either. But last night my drawer came up 44 dollars and some change short. If my store manager tries to make me accountable for this, do I have the right to refuse to pay it back, or to sign the write up? If my job is threatened can I do something about it? I know of a fact that one girls register came up short and he didn't write her up because he, himself had been in her drawer that day and he said there was no way of knowing who made the mistake so her wasn't solely responsible. Shouldn't this rule apply to everyone? I have to work today and I guess I just need to know how to handle this if approached. I live in the state of VA. Thanks

Answer:
This question depends upon whether your state has laws protecting workers or not, or if you belong to a union that has a contract that covers discipline for cause. If your state laws don't protect you, and you don't belong to a union, you are at the mercy of your boss. He can fire you at any second with out giving a reason. If you refuse to sign the right up, he can fire you on the spot. If you refuse to make up the shortage, he can fire you on the spot unless state law forbids it.

If you are a union member, you should have a union steward at your store. This is someone you can talk to for help if you get reprimanded. You are entitled to have them present in any meeting with management. If you are a non-union store, you can contact the district manager for your store or even higher than that if you feel the DM would be biased for any reason. Do not admit guilt or even possible guilt in this situation. They do not know who is responsible and you can sue for wrongful termination if you get fired.
