Where do you put custom content in Sims 2 Double Delux?

Why won't my custom content work on the Sims 2 for PC?

I'm making a sims 2 movie... (if u want dets... message me) but anyway i have a questions that i would like answered. I was wondering how i can get my custom content to work? i don't have internet on my laptop, but i download it from the computer that has internet and then transfered it via flash drive and put the custom content into the downloads folder. Any help?
