How do i get GTA IV onto xbox live??

hi guys, ive just purchased a xbox 360 camera with headset and a months free xbox live, now i am planning on getting xbox live if this turns out to be any good, so far i have played battlefield bad company on live and it works fine, but i cannot for the life of me seem to get gta 4 online, now what i do is: 1: turn on the xbox console and sign into xbox live successfully. 2: put the gta4 disc in and load up my saved profile. (which is the completed story). now as i look in the menu there is no option to join other players on live as there is in most games like saints row or battlefield bad company and many others so im just wondering if im playing gta4 and my gamer profile says that im online am i actually playing gta4 online?? because i can see no other players or is that because the island is so huge i will have to look around?? The option is on the menu of the cellphone. Hit up on the D-Pad, then scroll to Multiplayer.
