How can I make a pokemon game hack game like Pokemon Quartz?

• I've been playing pokemon quartz and i've gotten REALLY eager to make my own like pokemon quartz! like making new towns, pokemon, forests, gyms and that kinda stuff. I know how to download a rom of a pokemon game but how can i modify it?? or is there a site inwhich i can make RPG games?? Any help will be greatly apreciated.
