What is the difference between plush and felt?

What is the difference in material between a fuzzy felt backing board and the fuzzy felt 'stickers'?

I want to make a fuzzy felt board and wondered why the backing boards feel coarser than the felt 'stickers'

I still have my fuzzy felts from 20 odd years ago. the board was made with a very short pile material, not a looped pile. the stickers were just made out of felt, (if you have a craft shop that sell do crafts products they have the right kind of felt for this - try hobbycraft or the range)

The felt fabric is made from a lot of tangled fibers, like dredlocks and the stickers just have fuzz on them, they aren't actually made from felt
