Yes. You can use recycled clothing for the material. My SIL used to do this all the time and she made some very nice quilts.

YOu can make it for less, but you are going to be putting in hours and hours of time sewing it. Handling that much fabric is going to be difficult for anyone who is not an experience sewers. A hand made twin size quilt for $200 is very reasonable considering the amount of time put in to making it and the cost of materials. Not only does it take a lot of time and work, it takes talent. Quilting is an art form, and craft to be learned. You can find quilting books at your public library.
