How do I make fabric roses?

What fabric should I use to make this costume?

• Not sure if I'm posting this in the right category... I need to make these suspenders for my Leeloo Dallas Halloween costume. I was going to buy them but the website I was going to buy from is no longer taking orders for them: http://72.52.193.176/wp-content/uploads/suspendersmain-234x300.jpg My plan is to get a bodysuit, cut it into those suspenders with a pattern that I have and then put adhesive backed orange vinyl over the fabric to get the right look. My question is this: Should I get a cotton bodysuit or a spandex one? I do want the suspenders to be slightly fitted so I was thinking spandex would be better than cotton. However, the suspenders shouldn't look super thin so perhaps cotton is better. But would cotton be too floppy and make them hang loose? What's easier to cut (as I have to cut holes in the fabric) without ripping the fabric? Any other tips or advice that I haven't thought of are appreciated, including other ways to make the suspenders. I am not going to make them out of rubber using silicone and a mold because it is costly and I've never done it before, meaning my time/money would be wasted if they don't turn out right.
