What is the protocol for tipping hotel people?

  You should tip according to service. Yes, there are rules, but if people aren't friendly or go slowly, you don't have to tip. You only tip a valet when you pick up the car (usually $2-5 depending). I guess if you had a lot of luggage when you dropped the car off and they helped you carry it inside, you can give them $1 a bag, just like you would a bellman.
