Should I make a letter of resignation/2 week notice if I am leaving my current part time job (17hrs week)?...or is that only for full timers

It might not be necessary, but it's thoughtful and polite. As Gary B says, you never know when you might want to work there again, or ask for a reference, so why not just write the letter anyway?
