While the most abundant elements can be determined for the universe - at least the top 20 or so - it's impossible to determine what might be the abundance in other stars and planets. The process by which elements are created is such that elements with an odd atomic number are rarer than ones with an even atomic number, and after taking that into account there is the trend that the higher the atomic number the rarer the element. Thus, protactinium is a good candidate for the rarest ten. Astatine, however, has not been detected as a natural occurence - world production of that element, to date, may be as low as a few nanograms. This is not surprising, as its longest - lived isotope has a half-life of only 7.2 hours!
