Do electrostatic air filters cause meaningful formation of ions or free radicals in the outflow air?

Does the usage of electrostatic media air filters (polypropylene or polyurethane type, like 3M Filtrete or some reuseable air filters) in an HVAC or air exchanger system cause any meaningful formation of ions or free radicals to the output air (going to the resident-occupied indoor space)? As I've read that the airflow through the filter is what creates the static charge on the filter media, does this mean that offsetting charges would form on the air that goes through the media and reaches the occupant space? Would the degree of any such charges (ions or even free radicals) have any health effects? Thanks
