Anyone good with Colm Feore movies?

I can't remember in exact detail of what happens in the movie. Something about this worlock, or alike, takes captive of all the children on the island, until the parents choose which one child is to be sacrificed to him, in order to save the rest.. He wants this child to learn all he know's.. as the movie goes on, I believe his facial features start to change more demonic. Also, near the end of the movie, the way he perswades the parents to choose, is to fly the kids in the air, and gives them an alotted time, until he drops them all... I watched the movie back in 2000, but not sure how old it was at the time.. Thanx!
