Is this even legal? (school and sickness) NY state?

A friend of mine was ill A LOT last year. Seriously, a lot. She's had problems with the lower right side of her stomach, and every time she would go to the hospital, they were unable to find anything wrong with her. That's not the problem. The real problem is that she missed a very significant amount of school during the year. The school district refused to help her in anyway, even though both her and her parents pleaded with them. She would throw up in the nurses office and come in with high fever and diarrhea and they would still refuse to send her home. She would just throw up and they would send her back to class. She even passed out once and they did not even notify her parents. And one time, her parents came up to the school to get her for a doctors appointment, and they refused to let her go. Recently, she had exploratory surgery and it turns out that she had chronic appendicitis for nearly two years. Her appendix was attached to her bowels, which is why they could never see the inflammation. But now the school is telling her that she has to repeat the grade she was in, even though she was sick AND the school refused to send her work home to her or anything or even send her home. I'm wondering if there is anything she or her parents can do to get her in the grade she belongs in, as it was NOT her fault that she couldn't complete her classes. When she was in school, she worked hard and aced many tests. I feel, as well as her parents that this is wrong and something should be done. She should not be left behind due to the ignorance of the school. Please respond if you have anything that can help her out.

Well to answer your question i think it is legal but that is so mean to do that. I hope shes ok but if you want to solve this problem perhaps ask the principal and explain everything, but if he/she says no its probably because she missed to many classes and she needs to repeat them so she is up to date but thats rough not letting her go home especially is she passes out.
