How does the US high-school credit system work in this case?

If a high-school student transferred from Canada (Toronto) to Florida, how would the credits be converted? Toronto requires 30 credits to graduate, and Florida requires 24. What happens when the Canadian student already has most of his required credits? What would he need to do in the last year of school in Florida?
