How does one start their own courier service?

How much to start this courier service?

I have just used the courier service Shutl, and was wondering how much it would cost to create something similar to it? It takes up to 90 minutes to deliver items and seems like a great idea, and you can order any time or have it delivered the next day. And they currently have Argos and a few other retailers. They don't use their own vehicles instead use courier services around them. Does anyone know how much this could roughly cost to start up?
