How can I get back my money from a seller through PayPal?

ON Ebay how do I get my money back if the seller refuses to send the item?

Nothing can force the seller to complete the transaction. Make sure you respond in the Dispute Console to the dispute that you have paid and that your payment was refunded. When the dispute ends, you will need to appeal the Unpaid Item Strike you will have. eBay will remove the strike. File a complaint with eBay and Paypal but they'll tell you to wait like 7 days or something like that. It's not that long since sale time really - did you pay instantly? They might be on holiday and didnt put that in their listing...I'd give em at least a full two weeks

You should have no problem getting your money back. eBay and PayPal are heavily skewed in favoring buyers over sellers...

I'm afraid you've waited too long. You need to file a PayPal dispute within 45 days of the sale. If you funded your PayPal payment with a credit card, contact your credit card company to do a chargeback.
