What will happen if eBay Seller refuse to receive the return?

• What will happen if eBay Seller refuse to receive the return? About return and refund, it seems that Paypal need to confirm the seller receive the return before starts refunding to the buyer. As my case, the Seller has no intention to receive my return, and just left it in the USPS Post Office. The shipping is 'NOTICE LEFT' for a long while already, so I can't get my refund for 2 weeks after I shipped it back. My case is going to close in next couple days. I am wondering the seller purposely not to pick the return up until the case closed. if so, what Paypal will do to my case? They will refund my money still, or I can not get my money back? I feel It's not safe for buyer anyway even buyer win the dispute if seller just does not receive or pick up the return?
