Can paypal take money from my bank account?

Can Paypal take out money from my bank account if a chargeback claim is filed ?

  • A guy in England bought some phones from me and paid via Paypal in November 2009. When the money was in my paypal account I moved the funds to my own bank account. When the money was in my bank account I sent the phones to the delivery address supplied by the buyer. I got a tracking number for the package from the local post office. Two days ago (or should we say 3 months later!) Paypal contacted me and told me that the creditcard owner's creditcard company had filed a chargeback claim against me. So now the balance on my Paypal account is approx. -2000 USD. I have sent in proof of delivery (the tracking number) to Paypal and they are now processing the case. If the chargeback claim is "won" by the buyer, will Paypal be able to withdraw money from my bank account without my authorization to cover the negative balance on my Paypal account ? My paypal account is verified and linked to a Visa Electron card which is again linked to my bank account. I have told my bank that I will not and did not authorize it, if Paypal tries to withdraw money from my bank account, but I am not sure if that will be enough? (Maybe there is something in the paypal user agreement that gives Paypal the right to withdraw money from my bank account in case of chargeback claims?)
