Can a military member of NY State become a notary public in california??

I would like to become a notary, but my residence is in NY state.. and i am stationed in SD california.. It would be great if someone could help me out with this one.. and if they knew of any exceptions! thanks alot!!

My wife was a notary for several years, she thinks that anyone who can pass the test can be a notary in California (you also have to be a non-felon, etc.) . She believes that the office of the California Secretary of State is who issues the Notary permit.
