If I am using mysql and php to build a db driven site, wat wud be the optimal range before i have problems?

me and my team are doing it for the queens chamber of commerce. we have to design a website which will cater to high school and college students who want internships and employment, specifically in new york city and around the triboro area. we have already tested a beta version in mysql and php and its promising. nyc has a population of about 8 million, lets say 3 million are students, and 1.2 million are in high school + college in and around the city. if can get 1.2 million users how much would that affect the overall performance of the backend? my supervisor wants to use java and postresql. what is your opinion? thank you so much
