How does one go about starting a small business in the UK?

You need to register a business to start trading. If she makes things and sells them on a small scale (say at local markets/ car boot sales) she won't need to register at all. Most such small businesses don't declare their earnings but, strictly speaking, she would need to declare her earnings for tax. She doesn't need any money except to buy raw materials. Even if she does want to scale it up, she doesn't need to register.
