How can you record vocals over an instrumental?

Can you record and edit vocals on FL Studio?

• i want to know if you can record and edit vocals using FL Studio. like record vocals and add effects and maybe fix pitch and stuff. if not can anyone recommend a music editor that allows you to import music you made and record vocals over it and edit the vocals on it and allows you to fix pitch and stuff like that. seriously i need to know this. any help would be most appreciated.
