How can I get better at singing?

• I don't have a good singing voice, or any at all, or so I've been told by many. Whenever I try to sing properly (how they tell you, from your stomach or whatever), I can sing for a bit but eventually my throat goes dry and I can't hold a note. My music ear and stuff like that is okay...I know most of my notes but I can tell what they are relatively well by ear but I'm not spectacular. I also can't afford a vocal coach or anything like that. Basically, sounds like a hopeless situation. BUT I REALLY WANT TO SING! I've been told by a few vocally talented friends of mine (who have never had formal training) that they used to be worse but they practiced a lot and got better. Well, how do I practice properly to bring my voice out and make it better? How do I sing properly so I don't get that scratchy feeling and hold my notes better? And how in the hell do I hit high notes? With no natural vocal talent, could I ever become a great singer? Or even a good one? (Sorry for the length.)
