If a list of references is not requested at time of interview, when should the list be provided?

I am really interested in a particular job with a new company. 2nd interviews have not been started according to the hiring manager. Should I provide a list of references before a 2nd interview has been set up?

Note other response here essentially gave you this first, but I'm going to add just a little to it. The usual way of handling this is to note on your resume that references are available upon request. Then maintain an up to date list in case it is asked for. One minor detail. IF you happen to have a particularly notable person as a reference, include that from the gitgo.
