Does Safeway hire people who have stolen from them in the past?

Just a little discussion me and my friend were having. I said they'd have to be pretty desperate. My friend said that most of the people who shoplift from Safeway have their records erased after their ban is expired, so they wouldn't even know. Essentially, the model we used was someone stealing from Safeway, then applying to a different location about a year and a half later. Would Safeway immediately just turn them down as soon as they type their name in the computer, or would they accept the application of a past thief?

the way ive heard extended family who work for safeway talk, no they will not be able to get re-hired due to the strict rules and regulations and standards they have.
