I applied at dressbarn last week... and the manager never looked at my application?.. what is going on?

i applied to many places and i always get the same response from managers... " we are currently reviewing applications"...but are they really doing what they say?... out of all of those places i applied to i got cvs... it turned out to be a letdown because i never gotten hired and i was soo upset... im 17 and im looking for a better job... my current job is terrible and me going to that job makes me feel like im in prison and no job should make you feel that way... i mean i have my big boss watching me like a hawk 24/7 and thats uncomfortable...there is tons of other resons why i hate that job... anyway i applied to dressbarn and they are hiring!...i fiiled out a online application last week and havent heard anything... i called in to ask for the manager and this lady said that the actual hiring manager isnt in and for the people who filled out their application online... it hasnt been checked because she is out...she also said she won't return till the end of the month... the end of the month!... really though... i put some much time and effort into that application and to HAVE known that the manager havent checked it is very upsetting...very upsetting... i don't know what to do anymore...i want to give up but there is a part of my that doesnt want to... i guess i can walk in dressbarn and fill out the application in paper form but would the manager even check it earlier then?
