How do you become eligible for government jobs?

I want a job working for the government, how do I do it? please read there are much more details?

There are some things I would like to address before I discuss this question, I am 16 years old and currently enrolling in a blue ribbon high school. I plan to enroll in the Army ROTC at Western Illinois University, Please be honest with me on my question. So I want to become part of the United States Government, I am only interested in secret government jobs, such as top secret information, and black project related things. I know it sounds geeky and stupid, but this is the kind of stuff that fascinates me. Please offer me any information you can to help me understand how to become a member of the U.S. Government.
