How can I go from Sales Support to Sales Representative?

• I have been working for an insurance agency (sells group health insurance) for 2 years as a Sales Support Specialist. My job is to put together proposals, run reports, research, data entry, renewal reviews, and other assorted responsibility's. My employer has 3 Sales Representatives who have not made a sale since April of 2010 (8 months). The general blame is poor economy, and poor insurance rates. I am outgoing, energetic, savvy, and have a good personality. I have a BA, and majored in Professional Sales and Marketing from a large University. I am trained with the Sandler Sales Institute. The owner and I sat down months ago to discuss my role, and she wants me to go out and sell. The problems are that the 3 sales representative still use me as the sales support specialist, the owner has not given me a laptop or ability to work weekends, I do not have an expense account, I do not have a cell phone, and I feel stuck making my minimal base salary with no commissions.
