On the Simpsons episode "Much Apu About Nothing" Why does Bart find this so funny?

Ok, so i'm a big fan of the Simpsons, i watch it every night it's on, and my favourite episode is the episode called "Much Apu About Nothing" Near the end of the episode, homer is stood at the head of a table with everyone he knows sat there, including his family, and he says "If I could say a few words, i'd be a better public speaker" and after homer's said this, bart bursts out laughing. Why is it he finds this so funny? I've always wondered why.
