I know that they are step brothers and its Drake's mom and Josh's dad, but is their little sister belong to both parents or what?

Well it was never really explained what happened to Drake's dad and Josh's mom. But Megan is Drake's sister and belongs to his mom.

Megan the little sister is drake's real sisters and drake and josh mum. drake and josh does not really have a stryline, it is more about their life hope this helps
